    Nederlandse burgers willen meer betrokken worden bij politieke besluitvorming. Volgend voorjaar gaan we voor het eerst naar de stembus voor een nationaal referendum dat burgers zelf hebben aangevraagd. Ook het SCP-rapport Meer democratie, minder politiek en de monitor over de democratische legitimiteit in Nederland uit 2013 laten zien, dat de Nederlandse burger al jaren behoefte heeft aan meer directe betrokkenheid bij beleid en politiek. Onderzoek van het Rathenau Instituut toont aan dat ICT in belangrijke mate burgerbetrokkenheid bij het politieke proces kan faciliteren. En dat gaat verder dan het verzamelen van digitale handtekeningen voor een referendum. Open data, monitoring van sociale media, internetpeilingen, e-petities, twitteranalyses, sms-stemmingen: er zijn volop mogelijkheden om burgers directer te informeren, zelf input te laten leveren, ze te consulteren of te laten meebeslissen en te laten controleren. Mogelijkheden die voor de landelijke politiek interessant zijn, omdat op dat niveau face-to-face ontmoetingen tussen burgers en politici lastig te organiseren zijn

    Social media monitoring: Responsive governance in the shadow of surveillance?

    __Abstract__ Social media monitoring is gradually becoming a common practice in public organizations in the Netherlands. The main purposes of social media monitoring are strategic control and responsiveness. Social media monitoring poses normative questions in terms of transparency, accountability and privacy. We investigate practices of social media monitoring in four Dutch public organizations. Policy departments seem to be more strongly orientated towards monitoring, whereas organizations involved in policy implementation seem to be more inclined to progress to webcare. The paper argues for more transparency on social media monitoring

    Industry Dynamics and Entrepreneurship: An Equilibrium Model

    This paper conducts the first general equilibrium analysis of the role of entry, exit and profits in industry dynamics. The benefit of our model is twofold. First, to discriminate between entrants� role of performing the entrepreneurial function of creating disequilibrium and the conventional equilibrating role of moving the industry to a new equilibrium. Second, to discriminate between three aspects of industry dynamics: the effect of entry and exit on market equilibrium, duration of disequilibrium and patterns of adjustment. Using a rich data set of the retail industry, we construct a dynamic simultaneous equilibrium model of profits, entry and exit. We find that indeed entrants play an entrepreneurial function causing long periods of disequilibrium after which a new equilibrium is attained. Moreover, we find ample support for the statement that disequilibrium is the essence of economic progress

    The Dynamics of Entry and Exit

    The relation between profits and the number of firms in a market is one of the essential topics in the field of industrial organization. Usually, the relation is modeled in an error-correction framework where profits and/or the number of firms respond to out-of-equilibrium situations. In an out-of-equilibrium situation one or both of these variables deviate from some long-term sustainable level. These models predict that in situations of equilibrium, the number of firms does not change and hence, entry equals exit. Moreover, in equilibrium entry and exit are expected to be equal to zero. These predictions are at odds with real life observations showing that entry and exit levels are significantly positive in all markets of substantial size and that entry and exit levels often differ drastically. In this paper we develop a new model for the relation between profit levels and the number of firms by specifying not only an equation for the equilibrium level of profits in a market but also equations for the equilibrium levels of entry and exit. In our empirical application we show that our entry and exit equations satisfy the usual errorcorrection conditions. We also find that a one-time positive shock to entry or profits has a small but permanent positive effect on both the number of firms and total industry profits

    Closed form ADOP expressions for single-frequency GNSS-based attitude determination

    Integer ambiguity resolution is a prerequisite to high-precision real-time GNSS-based attitude determination. The ADOP is a well-known scalar measure to infer whether ambiguity resolution can be expected successful or not. To compute ADOP it is sufficient to have knowledge about the measurement setup and the measurements noise characteristics; hence it can be used as a planning tool. In this contribution we present closed-form expressions for the ADOP in case of attitude determination. Using these expressions one may infer the impact of GNSS design aspects such as number of satellites, choice of frequency and the precision of the phase and code observables. In addition, they are useful to quantify the influence of the number of antennas in the configuration and the use of geometric constraints, such as the lengths of the baselines and/or the angles between the baselines in the configuration. In this article the behavior of the ADOPs as function of these design aspects will be evaluated for several GPS attitude determination scenarios

    Management and Outcome of Prosthetic Patch Infection after Carotid Endarterectomy: A Single-centre Series and Systematic Review of the Literature

    AbstractObjectivesOutcomes following prosthetic patch infection after carotid endarterectomy (CEA).MethodsRetrospective audit and systematic review.Results22 patients were treated between January 1992 and April 2012, 5 having undergone their original CEA at another institution. The commonest infecting organism was Staphylococcus. One patient was treated by antibiotic irrigation, one was stented, while 20 underwent debridement and patch excision plus; carotid ligation (n = 3), vein patching (n = 3) or vein bypass (n = 14). There was one peri-operative stroke, but no peri-operative deaths. There were no reinfections at a median follow-up of 54 months.A systematic review identified 123 patients with prosthetic patch infection in the world literature. Thirty-six (29%) presented <2 months, 78 (63%) presented >6 months after the original CEA. Seventy-nine of/87 patients (91%) with a positive culture yielded Staphylococci or Streptococci. Seventy-four patients were treated by patch excision and autologous reconstruction. Four (5%) developed reinfection <30 days, but later reinfections have been reported. Seven of nine patients (78%) undergoing prosthetic reconstruction either died or suffered reinfection. Five patients were treated with a covered stent, none developing reinfection (median followup 12 months).ConclusionPatch infection following CEA is rare. Few have undergone stenting and long term data are awaited. For now, patch excision and autologous reconstruction remains the ‘gold standard’

    Observations of quasi-periodic solar X-ray emission as a result of MHD oscillations in a system of multiple flare loops

    We investigate the solar flare of 20 October 2002. The flare was accompanied by quasi-periodic pulsations (QPP) of both thermal and nonthermal hard X-ray emissions (HXR) observed by RHESSI in the 3-50 keV energy range. Analysis of the HXR time profiles in different energy channels made with the Lomb periodogram indicates two statistically significant time periods of about 16 and 36 seconds. The 36-second QPP were observed only in the nonthermal HXR emission in the impulsive phase of the flare. The 16-second QPP were more pronounced in the thermal HXR emission and were observed both in the impulsive and in the decay phases of the flare. Imaging analysis of the flare region, the determined time periods of the QPP and the estimated physical parameters of magnetic loops in the flare region allow us to interpret the observations as follows. 1) In the impulsive phase energy was released and electrons were accelerated by successive acts with the average time period of about 36 seconds in different parts of two spatially separated, but interacting loop systems of the flare region. 2) The 36-second periodicity of energy release could be caused by the action of fast MHD oscillations in the loops connecting these flaring sites. 3) During the first explosive acts of energy release the MHD oscillations (most probably the sausage mode) with time period of 16 seconds were excited in one system of the flare loops. 4) These oscillations were maintained by the subsequent explosive acts of energy release in the impulsive phase and were completely damped in the decay phase of the flare.Comment: 14 pages, 4 figure

    How entry crowds and grows markets: the gradual disaster management view of market dynamics in the retail industry

    Entrepreneurial, innovative entry can have devastating effects disrupting a market. However, the many players involved including all current producers, sellers and suppliers and the often non-technological but organizational nature of the innovation may lead to a gradual restoration of the market, viz., to a new equilibrium. Entrepreneurial entry can be regarded as a disaster while the restoration towards a new equilibrium as disaster management. Hardly any empirical models have been developed in order to test these ideas. This paper conducts the first empirical dynamic simultaneous equilibrium analysis of the role of entry and exit of firms, the number of firms in an industry, and profit levels in industry dynamics. Our model enables to discriminate between the entrants’ entrepreneurial function of creating disequilibrium and their conventional role of moving the industry to a new equilibrium. Using a rich data set of the retail industry, we find that indeed entrants perform an entrepreneurial function causing long periods of disequilibrium after which a new equilibrium is attained. Notably, shocks to the entry rate have permanent effects on the industry, emphasizing the entrepreneurial function of entrants rather than their passive reactive function as postulated in classical economics

    Biocompatible unimolecular micelles obtained via the Passerini reaction as versatile nanocarriers for potential medical applications

    A Passerini three-component polymerization was performed for the synthesis of amphiphilic star-shaped block copolymers with hydrophobic cores and hydrophilic coronae. The degree of polymerization of the hydrophobic core was varied from 5 to 10 repeating units, and the side chain ends were conjugated by performing a Passerini-3CR with PEG-isocyanide and PEG-aldehyde (950 g/mol). The resulting amphiphilic star-shaped block copolymers contained thioether groups, which could be oxidized to sulfones in order to further tune the polarity of the polymer chains. The ability of the amphiphilic copolymers to act as unimolecular micellar encapsulants was tested with the water-insoluble dye Orange II, the water-soluble dye Para Red and the macrolide antibiotic azithromycin. The results showed that the new copolymers were able to retain drug cargo at pH levels corresponding to circulating blood and selectively release therapeutically effective doses of antibiotic as measured by bacterial cell kill. The polymers were also well-tolerated by differentiated THP-1 macrophages in the absence of encapsulated drugs

    Observation of exclusive DVCS in polarized electron beam asymmetry measurements

    We report the first results of the beam spin asymmetry measured in the reaction e + p -> e + p + gamma at a beam energy of 4.25 GeV. A large asymmetry with a sin(phi) modulation is observed, as predicted for the interference term of Deeply Virtual Compton Scattering and the Bethe-Heitler process. The amplitude of this modulation is alpha = 0.202 +/- 0.028. In leading-order and leading-twist pQCD, the alpha is directly proportional to the imaginary part of the DVCS amplitude.Comment: 6 pages, 5 figure
